No doubt this was just a vehicle for his then live-in girlfriend Sondra Locke. A pretty stereotypical story with a ridiculous ending.
You'll have to be not only be an Eastwood fan, but pretty bored to enjoy this.

If you only want to see guns go off senselessly, this is a movie for you. Lacks any kind of imagination or plot... wasted my time watching this.

Thousands of rounds fired at our hero but not one finds its mark. Final scene the Commissioner is seen killing the DA and in the presence off hundreds of cops but one one does anything....

The ending is over-the-top. IMHO, not as good as Clint Eastwood's "Dirty Harry" films, but certainly better than any of the action films of his contemporaries (e.g. Arnold Schwartzenegger or Sylvester Stallone).

I would rate "The Gauntlet" at 4.0 stars for an action film (i.e. a film that either has no plot or a weak plot).
