Monk inherits several cold cases from his predecessor, Durban. Worst is that of sleazy Phillips, the worst of the sex merchants. He kidnaps young street boys forcing them to perform sex acts before and with powerful, rich men at high prices. He takes photos, for sale at high prices. His normal looking boat is a brothel inside, moving up and down the Thames to avoid the police. Monk brings him to trial for the murder of one of these boys, and is shocked to find his friend Rathbone defending Phillips. Monk, Hester, and the police were so sure of their evidence that they are stunned at Rathbone's personal attack and Phillips's acquittal. The friendship between Monk, Hester, and Rathbone suffers; worse, they know Phillips is guilty. The pace picks up as public opinion is against the River Police and they need to find another way to bring him to justice. A stunning ending.
